1 The Bill is intended to support a baby’s cognitive, emotional and physical development during the 1,001 critical days from pregnancy up to the age of two. 2 The Bill specifically achieves this by: a. Ensuring that local authorities publish a Start for Life offer on their website and via other means. This is information on a number of specified services available in the local authority’s area for infants, parents and carers of infants, or prospective parents and carers, that are provided by public authorities, and that will provide the best start in life for infants.
