Seasonal Scampi Fishers
My hon. Friend is a powerful campaigner on this issue. The Secretary of State and I recognise the importance of fishing industries across the United Kingdom, and the Secretary of State visited Kilkeel earlier this year with Minister Muir, where this topic was raised. Immigration changes are designed…
As I have said, we have written to the Home Secretary about these issues, and I am sure that my hon. Friend will be making her case very powerfully as well. It is our duty to work with businesses across the UK to ensure that they are ready for these changes. We want our fishing industry to thrive, a…

Manufacturing Supply Chain
I take every opportunity to champion Northern Ireland’s brilliant manufacturing sector, and whether it is Denroy, Airbus or Thales, or even Harland & Wolff, which has just announced that it is bidding for a major UK-Dutch shipbuilding deal, there is a lot to champion.
I certainly agree with my hon. Friend; many opportunities are arising from the defence growth deal, on which I have worked closely. Many businesses, small and large, across Northern Ireland have dual-servicing capability and they have a real opportunity here. We are supporting them every step of the…

Defence Industrial Strategy
The first duty of any Government is to protect their people, and this Government are ensuring that we all feel the benefit of the investment in defence. Take, for example, the £1.6 billion deal to supply missiles to Ukraine—manufactured in Belfast and built by Thales—which is supporting hundreds of …
Of course. The dedication and professionalism of our armed forces is respected across this House, the country and the world, and we must have a strong defence industry standing behind them. Through the defence industrial strategy, businesses right across the United Kingdom can play their part in tak…

Defence Growth Deal: Economic Impact
There is rightly huge pride in the defence sector in Northern Ireland, where aerospace and defence are worth more than £2 billion a year. The defence growth deal will unlock even more opportunities for businesses, workers and apprentices.
My hon. Friend is right. Not only are businesses thriving and creating good jobs, but they are protecting us and our allies, including protecting Ukraine from Russian aggression. I am proud of Northern Ireland’s critical role in defending our country and protecting our allies.

Public Service Reform
Public service reform is needed, and that is exactly what we are doing. Just last week we announced a £42 million package to be invested in the digitising of prescriptions. With 45 million prescriptions issued every year, the service is inefficient and expensive, and we are changing that.
Yes, but, as I have always said, it is not just a question of cutting a cheque and walking away. Of course we have given more money to the Executive than has ever been received before in the history of devolution—[Hon. Members: “Hear, hear!”] I am glad that that is welcomed on our Benches, but we al…

Proposed Police Training College: Kinnegar
We are all indebted to the men and women who serve in our police force, who work day in, day out to keep our communities safe. I know that the Police Service of Northern Ireland purchased the site in the hon. Member’s constituency last year. He will know that policing and justice is devolved, so the…
I would be very happy to join the hon. Member on that visit. He makes his case powerfully and rightly pays tribute to the brave men and women who serve in our police. I am sure that the Executive will have heard his case for the PSNI as well.

Education
Chances in life are set early. Although education is devolved in Northern Ireland, we must work together. That is why it was my privilege to bring the Minister for Early Education to Belfast recently to visit schools and to present to Northern Ireland Ministers at the East-West Council. We discussed…
Just last month, I went with the early years Minister to visit schools that are really focused on being inclusive and nurturing for pupils, and my hon. Friend is totally right to highlight how this work can have such a positive impact on the children in our schools.

Defence Industrial Strategy 2025
The defence of our country is always the first duty of any Government. Last week I met businesses big and small, the Northern Ireland Chamber of Commerce and Industry and representative bodies, as well as our great universities, to discuss how the defence growth deal for Northern Ireland can pack th…
I am happy to join my hon. Friend in doing that. Just last week I visited Mallaghan, where four apprentices were being given incredible opportunities as a result of taking up their jobs, and I am sure they would agree with my hon. Friend’s assessment.

Public Services
Public services in Northern Ireland can and should be better. The Government are backing the Northern Ireland Executive every step of the way, starting with a record £19.3 billion settlement. Of course there is more to do and we will continue to work with the Executive to do it.
I agree with my hon. Friend. He is right to highlight that, just recently, England had the second best monthly fall in waiting lists for 15 years. In Northern Ireland, the 70,000-appointments target has been surpassed and we have hit 200,000 additional appointments. I am pleased with the work of the…

Northern Ireland Political Institutions: Reform
It is an honour to serve under your chairship, Ms Vaz. I congratulate the hon. Member for Lagan Valley (Sorcha Eastwood) on securing the debate. She referred to the fact that she secured a similar debate only a year ago, and it is a tribute to her consistent campaigning and relentless focus on this …
I agree that those parties did not come with a consensus already, and about the importance of their working together and finding consensus between them. In the vein of what I have just said, I welcome the work of the Assembly and Executive Review Committee, which is considering reform of the institu…

Northern Ireland Executive
Since becoming a Minister in the Northern Ireland Office, I have met Executive Ministers, building on the extensive engagement of my right hon. Friend the Secretary of State. Our discussions have been wide-ranging, and have included discussions on economic growth and transforming public services.
I pay tribute to the great work done by the voluntary sector in Northern Ireland. I know that this has been a difficult time, which is why our engagement with the sector has been so important. I can assure my hon. Friend that that engagement will continue to be important, especially as we launch the…

Public Services
May I associate myself with your tribute to Karen, Mr Speaker? I also wish you, your team and the whole House a happy new year. The Secretary of State and I regularly meet Executive Ministers. I recently met the Education Minister, Paul Givan, to discuss integration in our schools. We have provided…
My hon. Friend is right to mention that record settlement, but it is not just a question of cutting a cheque and walking away; it is also about working and sharing best practice, as she mentioned. I have had conversations with the Northern Ireland Health Minister about how we can share best practice…

Film and Television Productions
Northern Ireland’s creative industries are thriving and are an important source of growth, and I have discussed that topic with Northern Ireland Executive Ministers. Whether it is “Derry Girls”, “Game of Thrones”, “Trespasses”, “Blue Lights” or “Line of Duty”, which has just been renewed and will be…
My hon. Friend speaks with enormous experience and I know that she wrote the impactful report, “Employing the change-makers”. I agree that expanding opportunities for disabled people to take part in the creative industries is important. As the Secretary of State for Culture, Media and Sport often sa…

Community Groups: Northern Ireland and Great Britain
I am proud that this Government are investing £1 million into the connect fund to strengthen collaboration between communities across the UK. Mr Speaker, I know that as a dedicated supporter of our veterans you will be pleased to hear that I recently visited Castle Community Trust in Belfast, which …
I am happy to speak to colleagues about the success of the connect fund and how it works. My hon. Friend should know that applications are open to anyone across the United Kingdom, provided that they are working with a group in Northern Ireland. I would be delighted to see applications from his cons…

Northern Ireland Troubles Bill
It is a real pleasure to close this Second Reading debate for the Government, and I thank all right hon. and hon. Members who have contributed. I wish to declare an interest. Members should be aware of my declaration in the “List of Ministers’ Interests”, where I have flagged that two family members…
I will not take interventions, as I am very short of time. The right hon. Member for Tonbridge (Tom Tugendhat) said that this legislation will be “reopening wounds”, but I believe they never closed. I have sat with families who simply want to know what happened to their loved one. More than 3,500 p…

Defence Industrial Strategy
In this role, I am committed to supporting all people across Northern Ireland. From its businesses to its community groups, there is much to champion. I will do all that I can to build on the excellent work of my predecessor, my hon. Friend the Member for Putney (Fleur Anderson). The defence indust…
My hon. Friend is right to highlight the rich expertise in Northern Ireland’s defence sector, which brings benefits right across the UK, including to Stevenage. I assure him that the Secretary of State and I will work across Government and with the Executive to ensure a joined-up approach that benef…

Middle East
Last week I heard from Keith and Aviva Siegel, who had been held hostage by Hamas. It was a powerful reminder that until all hostages are released, no hostage is released. That is true for Avinatan Or and his family and Gali and Ziv Berman and their family—in fact, it is the families of hostages who…

NHS 10-Year Plan
I thank the Secretary of State, because with this NHS plan, ambition is back. That ambition matters to my constituents, who for too many years have seen a health service in decline. I brought many of those constituents to a community meeting so that their experience and expertise could be shared and…

Universal Credit and Personal Independence Payment Bill
At the heart of any progressive society is a simple test: how do we support people when they are most in need? The test is simple, but the answer is anything but, because need is not uniform. The duty of the Government is to create a safety net—one that is wide enough to break people’s fall, but not…
My hon. Friend is totally right, and the SNP record is worse. One in eight young people are not in employment, education or training here, but in Scotland the figure is one in six, and the SNP should be ashamed of its record for the Scottish people. The Bill will introduce a right to try, so that p…

Welfare Reform
The Conservative party presided over multiple reforms of welfare, and the results were a disaster. Perhaps cruellest of all was the fact that adults who had an irreversible health condition, and who could never work, were forced to go through reassessment after reassessment, and to jump through hoop…

Terminally Ill Adults (End of Life) Bill
Today we are faced with a defining choice. We have debated assisted dying for months, and in some ways we could never have enough time for this. I wish there had been more opportunity to debate the amendments, but I can also say, based on my time in these debates, that hon. Members have approached t…
I will not take interventions. The hon. Member for Twickenham (Munira Wilson) tabled an important amendment about palliative care that has opened a door to an important conversation, and I thank her for that. If our NHS is not able to deliver the highest quality of care at the end of a person’s lif…

Business of the House
For many people in Wirral West, their church is a hub where they can practise their faith and put their values into action. Iran-Israel Conflict
When the UN’s nuclear watchdog says that Iran is closing in on the ability to develop up to nine nuclear weapons, I worry. Does the Foreign Secretary agree that it is in our national interests that Iran never acquires those nuclear weapons?

Spending Review 2025
I wonder whether the Chancellor can help me. I want to write a letter to my constituents, and I do not know which story I should lead with—whether it is the rapid investment in our NHS to get more doctors’ appointments, the money for our police to get more police on the streets, the transport invest…

Support for High Streets
4. What steps she is taking to support high streets.
Heswall in my Wirral West constituency is a brilliant place to live and deserves a thriving high street, but unfortunately for too many years now beloved shops have closed and decline has felt inevitable. The people of Heswall deserve better. I appreciate the Minister’s answer, but will he go furthe…
