Coal Tip Safety and New Extraction Licences
I thank most hon. Members for the tone of the debate. I will return to the shadow Minister’s remarks later. I thank the hon. Member for Caerfyrddin (Ann Davies) for securing the debate, and for recognising the context that it sits in. Several hon. Members have done the same. I wish to reflect first…
First, I should say that I am not the Chancellor. Such questions are rightly for the Chancellor at Budgets and spending reviews. However, I will say, as the Minister responsible for the Coal Authority, that we will look at this. The £600 million figure that was given was a provisional estimate, not …

Electricity Infrastructure: Rural Communities
I thank the hon. Member for Berwickshire, Roxburgh and Selkirk (John Lamont) for securing this debate. I have a huge amount of respect for him. He and I sparred at Scotland Office questions when we faced each other from different places in the Chamber. I genuinely take these issues seriously. In his…
It is entirely ridiculous; the hon. Member is absolutely right. The thing about nuclear is that it often builds communities around it that respect the role it plays in the energy mix. Generations of people have worked at these power stations—they often start as apprentices and are still there decade…

Topical Questions
I am happy to have further conversations with the hon. Gentleman. I know that the refinery is in his constituency and that he cares deeply about it. A process is under way—led by the official receiver, because it is an insolvency process. It is considering a number of bids to make sure they are viab…
My hon. Friend is absolutely right: allocation round 6 delivered a record number of renewables projects, and the jobs and investments that go with them will deliver jobs in constituencies throughout the country, including hers. We have reformed the scheme to ensure that allocation round 7 is a succe…

Onshore Wind Turbines
The Government have published an onshore wind strategy to remove barriers to help companies build more onshore wind, with actions across several areas including planning, aviation, workforce and routes to market.
My hon. Friend is right to recognise the importance of the industry in his constituency. Vestas is a key part of the UK’s wind supply chain. The Isle of Wight is already a successful centre for wind blade manufacturing and research and development. I can assure him that we are doing everything we ca…

Grid Infrastructure
We are building a resilient grid for the future after decades of under-investment. We are halving the development time for new transmission infrastructure, including through reforms to planning regulation and supply chains, and delivering the grid capacity needed to deliver clean power by 2030 and t…
My hon. Friend asks an incredibly important question. First, I would like to thank all the engineers and customer service staff who worked through the recent Storm Amy to ensure that people were reconnected as quickly as possible, including in some incredibly difficult circumstances—they did a fanta…

Energy Infrastructure Applications: Land Use Changes
We are delivering a strategic spatial energy plan to support a more actively planned approach to energy infrastructure. It will consider wider demands, including food production, water supply and nature recovery. The Departments for Environment, Food and Rural Affairs and for Energy Security and Net…
The hon. Lady is right to say that public confidence in the safety of all infrastructure is incredibly important. Battery technology is no more unsafe than any other technology, but if there is a public perception that it is, then it is right that we take action to deal with that. That is why I am h…

Significant Energy Infrastructure Projects: Suffolk Coast
Thank you, Sir John, for recognising that my role is exactly the same and yet somehow changed in title. I am grateful still to be the Energy Minister, because, as I often say in this place, the debates that we have are always hugely interesting and bring in so many different aspects of how we plan o…
My hon. Friend foresees what I was going to say. I was just about to come on to his earlier intervention, which was really important. He is right about the need for infrastructure plans to be generated by communities and bottom-up. We need to take a national view of the future of the energy system a…

Hydrogen Supply Chains
It is a pleasure to serve under your chairship, Mr Betts—and to still be here as the Energy Minister. It is the only Government job that I wanted to do, which is perhaps just as well given how the reshuffle has landed, so it is genuinely a pleasure. As I have often said, these debates are a great e…
My very next point was on the future of the network. It wasn’t, actually, but I will come to it now, because the hon. Gentleman made a very good point, which I meant to come back to. He is right, of course, that we need to invest in the grid—even if we were not embarking on this clean power mission,…

Prax Lindsey Oil Refinery
In my oral statement on 30 June, I informed Parliament of the deeply disappointing news that the Prax Lindsey oil refinery had entered insolvency and that the court had appointed an official receiver to manage the situation on the site and determine the next steps. Since then, we have worked urgentl…
I agree with the shadow Minister, who was right to point out the impact that news like this will have on the workforce, who are hearing it this week, as well as the wider impact it has on their families and the community. That is why it is so important that we provide that support. On the investiga…

Topical Questions
Of course the Government follow the regulations that we have put in place quickly, and applications must be considered on a case-by-case basis—that is the way anyone would expect them to be dealt with. I will not say on the Floor of the House any more about those applications, as they are live decis…
I will repeat what I have said before: we are obviously hugely disappointed by the way that the owners have dealt with the company. I repeat the ask that I have made in the House a number of times, and in writing to the chief executive, that he should put his hands in his pockets and do the right th…

Renewable Energy
Our clean power 2030 action plan sets out our pathway to delivering clean power. To support that plan, we recently launched the solar road map, which confirms plans to increase domestic solar installations through the future homes standard and warm homes plan.
The hon. Lady is right that we have an enormous amount of innovation in this space and real potential to meet our future needs, not just as a result of the pathway that we have outlined, but through innovative solutions like the one she mentioned, which provide specific support to targeted industrie…

Clean Energy: Supply
We will continue to support new renewables through the contracts for difference scheme in conjunction with initiatives such as the warm homes plan, the future homes standard and the boiler upgrade scheme. Great British Energy and Great British Energy Nuclear will together invest more than £8.3 billi…
I completely agree. My hon. Friend makes the point that this is not just about action on the climate—as important as that is—and creating thousands of new jobs, but about bringing down bills and, crucially, delivering on that energy security point. The truth is that even though our clean power missi…

New Nuclear
The clean power 2030 action plan makes it clear that nuclear will play an important role in our future energy system, providing low-carbon baseload power to the grid. We are delivering the biggest new nuclear building programme in a generation, having committed almost £17 billion at the recent spend…
Well, my right hon. Friend the Energy Secretary says that we love Hemel Hempstead; I think we agree on that. The nuclear sector is poised for significant growth. That will help deliver on our energy needs in the future, and it is how we will deliver thousands of skilled jobs across the country. The …

Electricity Grid Capacity
We are working with Ofgem and the National Energy System Operator to accelerate network infrastructure through reforms to planning, supply chains and other areas, delivering the capacity needed to achieve clean power by 2030 and to drive economic growth.
That sounds like a fantastic opportunity. Our ambition is to see solar panels on as many rooftops across the country as possible. It is a win-win opportunity, as the hon. Gentleman rightly puts it. He and I have spoken about a number of these issues previously, and I am happy to discuss this one wit…

Renewable Energy Sector: Workers’ Rights
The Government are committed to strengthening collective bargaining and trade union recognition. The Employment Rights Bill and the plan to make work pay will modernise rights and improve conditions. The Office for Clean Energy Jobs engages unions to ensure that renewable energy jobs support economi…
My hon. Friend is right to raise that point. Supporting workers in energy-intensive industries is essential as we transition our economy. The Government will provide over £1.2 billion per year in skills funding by 2028-29, supporting training in renewables, low-carbon construction and advanced engin…

Draft Electricity Capacity (Amendment) (No. 2) Regulations 2025
I beg to move, That the Committee has considered the draft Electricity Capacity (Amendment) (No. 2) Regulations 2025. It is a pleasure to serve under your chairship, Mr Vickers. These regulations were laid before the House on 3 June 2025, and they make technical improvements and changes to the cap…
I will not detain the Committee for long, but I should put on record that the shadow Minister was on the judging panel for the aforesaid awards. I am not quite sure what that says for either of us, frankly, but I thank him for whatever role he played in trying to prevent me from getting the award. I…

It is a pleasure to serve under your chairmanship, Mr Twigg, for my first petitions debate, which are a great innovation in parliamentary procedure. Like my hon. I suspect that if we go through all the words that have ever been spoken inside and outside this place, we might find two words that go side by side quite often. In answer to the hon. I was going to start—and I will, regardless of the rest of that speech—by warmly welcoming the right hon. Lady back to her place as the shadow Secretary of State. Future of the Gas Grid
It is a pleasure to serve under your chairship this morning, Dame Siobhain. I thank my hon. He gave a breathless speech, which was fantastic, and I do not know what better celebratio…
I will look over here, Ms McDonagh. Our North sea gas supply and our gas storage infrastructure mean that we can deliver heat and power across the country whenever it is needed. My hon. Friend raises an important point. The UK’s energy grid is very resilient, but we are investing to make sure that remains the case in the decades ahead. Rosebank Oilfield
The consent to develop the Rosebank oilfield was deemed unlawful by the courts. The developer will need to reapply for consent, including an assessment of emissions from burning the fuel produced. We will produce guidance on the environmental assessment of those emissions in due course.
I will be careful about what I say in this particular case and on the specific application for obvious reasons. We will be publishing guidance very soon on how the scope 3 emissions—the end-use emissions —will be assessed. Any developers with any projects that wish to reapply will then be able to do…

Decoupling Electricity and Gas Prices
Accelerating the clean energy transition away from insecure and expensive fossil fuels towards cheap, clean renewables and nuclear power will help decouple gas and electricity prices. As a result, we will reduce the exposure of consumer bills to volatile international crises and ensure that we never…
I thank the hon. Gentleman for his expertise in this area, which he often brings to the House. He is absolutely right that decoupling from volatile and expensive gas prices is critical, and the journey we are on to develop clean power by 2030 will do that. Our objective is to deliver a clean power s…

Grid Capacity
Increasing grid capacity is critical. We are halving the development time for new transmission infrastructure through reforms to planning and supply chains, so that we can deliver the grid capacity needed to achieve clean power by 2030 and meet the doubling of electricity demand by 2050.
We have outlined significant reforms to the connections queue. There is currently more than 740 GW in that connection queue. Clearly, that is an unsustainable amount of demand for connection to the grid, and most of it does not really exist, as my right hon. Friend the Secretary of State pointed out…

Happy birthday to you, Mr Speaker. We have been busy since we last met for oral questions. We have confirmed that rooftop solar panels will be standard on all new build homes and have funded £650 million of clean energy upgrades for over 200 buildings. We have also delivered the first solar projects…
I will not be drawn on confirming whether the hon. Gentleman’s constituency is the most beautiful part of England—I will leave that to him. However, what he proposes sounds like a fantastic idea and I am happy to meet him to discuss it further. We see huge potential for a whole range of renewables. …
