National Insurance Contributions (Employer Pensions Contributions) Bill
My Lords, I am grateful to all noble Lords who have spoken in this debate. On the topic of impact assessments, I remind noble Lords of the information that we have already published. The tax information impact note sets out the expected impacts of the policy on individuals, employers and the Excheq…

National Insurance Contributions (Employer Pensions Contributions) Bill
My Lords, I speak today in support of all the amendments in this group, particularly Amendments 12 and 26 in the name of the noble Baroness, Lady Kramer, and other Peers, and my own Amendments 14 and 27. I would have added my name to the noble Baroness’s amendments, but sadly I was a bit slow, and h…
Before the Minister sits down, my amendment would link the limit not to inflation but to the national insurance threshold. Therefore, if the Government wish to hold that threshold to raise more funds, they can. I just wanted to make that clear to your Lordships.

National Insurance Contributions (Employer Pensions Contributions) Bill
My Lords, my Amendments 8 and 21 seek to simplify the changes to salary sacrifice and link it to NIC, which is a tax that will be applied to the pension contributions. I note my interest in the register as an employer who currently runs a salary sacrifice scheme for our auto-enrol pension scheme. I…
I have had the privilege of putting my name to Amendment 27 in the name of the noble Baroness, Lady Kramer; the noble Baroness, Lady Altmann, has added her name to it as well. I own an SME business, and this Government’s changes to NIC have significantly affected it. Of the 8% rise in salary costs …

National Insurance Contributions (Employer Pensions Contributions) Bill
My Lords, it is a pleasure to follow the noble Lord, Lord de Clifford, who spoke about his personal experience of running a small business, which I also share. When the Bill was introduced, the Treasury Minister in another place said: “It is the richest who benefit from these schemes ... it is rig…

Renters’ Rights Bill
My Lords, I welcome Amendments 39B and 39C in particular—on my behalf and on behalf of our most able leader on this Bill team, my noble friend Lady Thornhill. We are absolutely delighted that military housing is going to be held to the same legal standard as the private rentals in the Bill. Putting …
My Lords, as we have heard, Amendment 11B in the name of the noble Lord, Lord de Clifford, seeks to allow landlords to request a pet deposit equivalent to up to three weeks of rent. Like many of the charities involved in the animal welfare sector that have campaigned tirelessly on this issue, I am d…

Dogs (Protection of Livestock) (Amendment) Bill
I add my congratulations to my noble friend Lord Hart of Tenby on his excellent maiden speech. I am sure the whole House looks forward to his future meaningful contributions. I declare my interests as both a dog owner and a livestock farmer. I must admit that dogs running through livestock, whether …
Lords Debate 5 September 2025
Animal Welfare (Import of Dogs, Cats and Ferrets) Bill
My Lords, I also thank the noble Lord, Lord Trees, for sponsoring the Bill. I welcome this latest iteration and the Government’s support for it. It is only right that we on these Benches acknowledge that we initially introduced it but failed to bring it to fruition. Because it has taken us so long t…
Lords Debate 21 July 2025
Renters’ Rights Bill
My Lords, these two amendments in my name relate to reference changes within the Bill due to the Government’s amendment with regard to pet insurance and my amendment which the House kindly supported last week with regard to the addition of pet insurance deposits. I beg to move.
Lords Debate 16 July 2025
Employment Rights Bill
My Lords, I support this group of amendments, as the initial period of employment is so important to both employers and employees. I declare my interest in the register as the part owner of an SME veterinary practice that employs 140 employees. I am one of those people who will suffer from Clause 23…

Renters’ Rights Bill
My Lords, I speak today in support of Amendment 48 in the name of the noble Earl, Lord Kinnoull, and supported by the noble Lord, Lord Trees. I declare my interest with regards to pets, as I own a share of a veterinary practice that cares for pets and I have my own dog. We welcome the Government’s s…
My Lords, I first wish to thank the noble Baroness, Lady Taylor of Stevenage, and the Government for adding Amendment 49 to this Bill with regard to pet insurance. I know that the Minister and the Bill team, as well as the noble Earl, Lord Kinnoull, have spent a lot of time on this matter, and the M…

Renters’ Rights Bill
My Lords, I will speak on Amendment 21 in my name; I thank the noble Lord, Lord Jamieson, and the noble Baronesses, Lady Bowles of Berkhamsted and Lady Neville-Rolfe, for their support. This amendment makes a very small change to the Bill, but it could make a significant difference to the lives of i…
My Lords, I thank the many Peers who passionately supported this amendment. I listened to the Minister and feel that a concession with regard to possession of a house for carers is not forthcoming. Therefore, I would like to test the opinion of the House.

Employment Rights Bill
My Lords, I will speak in support of this group of amendments. I refer the House to my entry in the register of interests as the proud employer of 140 employees. The removal of the qualifying period for a right not to be unfairly dismissed is not, and should not be, feared by good employers. Good e…
My Lords, I will speak on Amendment 115 in my name, and I wish the Committee to note my entry in the register as set out in the previous group. Employer businesses sometimes need to change, to adapt to the changes in the marketplace, to their customers’ needs, and sometimes to changes in society. T…

Renters’ Rights Bill
My Lords, I speak on this group mainly in support of Amendment 124 in the name of my noble friend Lord Kinnoull. I wish the Committee to note my entry in the register of interests: that I am a part-owner of a large independent veterinary practice, with a significant proportion of our turnover genera…
I am delighted to have added my name to Amendments 127, 129 and 130 in this group. I thank my noble friend Lord Kinnoull for leading on this section with regards to pet insurance and respect his deep knowledge of the insurance market. Amendments 127 and 128 seek to provide an alternative to the pet …
